  1. members of the rajya sabha are elected by indirect elections by an electoral college consisting of the elected members of the state legislative assemblies. 12 members are also nominated by the president for being distinguished in their fields.
  2. each rajya sabha member is elected for a term of 6 years. 1/3 of the members retire every two years and therefore this house is never empty.
